Set out below is a summary of the decisions taken at the meeting of the Decision Session Executive Member for Transport held on Tuesday, 22 April 2025.  The wording used does not necessarily reflect the actual wording that will appear in the minutes.

5.               Review of Statutory Consultation for Parking Bays on Tadcaster Road

 

Resolved:      To approve Option 1 – Implement as advertised by amending the Traffic Regulation Order to remove the Loading Bay in the parking bay on the northwest side and change the duration of parking on the bays on Tadcaster Road between Royal Chase and Slingsby Grove so the restrictions on the use of the bays are as follows:

 

·         Northwest side of Tadcaster Road – 1-hour limit Monday to Saturday, 9am-5pm

·         Southeast side of Tadcaster Road – 3-hour limit Monday to Saturday, 9am-5pm

 

Reason:         The proposed change to the parking amenity on Tadcaster Road will help to remove the long-term parking and create a higher turnover of vehicles within the bay, which will help provide a better level of parking amenity for the clientele of the businesses along that stretch of Tadcaster Road.

6.               City Centre Sustainable Transport Corridor

 

 

Resolved:      To approve the Project Initiation Document for the proposed City Centre Sustainable Transport Corridor.

 

Reason:         To confirm the core objectives of the project and the parameters and scope to which officers will deliver the project.

 

Resolved:      To approve the carrying out of a public consultation on a series of potential measures to reduce bus journey times, to improve bus reliability on the Rougier Street – Micklegate – Tower Street corridor, and to improve walking, wheelchair user, wheeling and cycling infrastructure and delegate authority to the Director of Environment, Transport and Planning to finalise details of the design to form the basis of that public consultation.

 

Reason:         To ensure the views of the public and stakeholders inform the final project design and to allow outline design work.

7.               Urgent Business - Urgent Review of Parking Charges

 

Regarding Sunday Morning Parking, the Executive Member

 

Resolved:      To pause the advertising of implementing charges on a Sunday morning in Micklegate and Priory Street to allow engagement with the community before a decision is taken.

 

Reason:         This change had not yet been legally advertised and the Executive Member wished to defer to allow further engagement and to seek community views.

 

Regarding Temporary Suspension of Parking Charges at Micklegate and Priory Street, the Executive Member

 

Resolved:      To revert to the advertised and legal charges that were approved at Full Council on Thursday, 27 February 2025.

 

Reason:         Extending the temporary suspension of parking charges would have the unintended consequence of temporarily permitting free city centre parking.

 

The parking model reflects the executives commitment to encouraging sustainable transport.

 

Regarding Bishopthorpe Road Car Park the Executive Member

 

Resolved:      To revert to the advertised and legal charges that were approved at Full Council on Thursday, 27 February 2025.

 

Reason:         Extending the temporary suspension of parking charges would have the unintended consequence of temporarily permitting free city centre parking.

 

                        The parking model reflects the executives commitment to encouraging sustainable transport.

 

Regarding Future charging Changes, the Executive Member

 

Resolved:      To delegate authority to the Director of Environment, Transport and Planning authority to make minor amendments to the parking charges for the financial year to April 2026.

 

Reason:         To allow timely changes to parking charges once further engagement has concluded.
